Music
City
Motorplex
will compete under the sanctions of
NASCAR, INEX, MMRA and the Music
City Motorplex.
The specifications listed will become part of the
Official NASCAR Whelen All
American Series
Rule Book, except in cases of obvious conflict, whereas
the Music City Motorplex Rule Book will take precedent.
All technical rules will generally fall within
NASCAR
and Music City Motorplex
specifications. Any disputes will be resolved by
Music City Motorplex and/or NASCAR
officials.
1.
GENERAL
1.1 At any
time, before, during or after an event, officials may
require additional measures or equipment or make
determinations, as they deem necessary to
further reduce the risk to competitors.
1.2 All
cars are subject to a minimum specification inspection
at any time.
1.3 It is
the responsibility of the driver to prepare each car
free of defects and in safe racing condition.
Motorplex officials will be available prior to
events for
inspection
1.4
A quick release type approved safety belt of no
less than three (3”) inches in width is compulsory. Both
ends must be fastened to roll bar cage with aircraft
quality bolts not less than one-half
(1/2”) of an inch in diameter. A steel plate may be
welded to the roll bar cage on the right side of the
driver so the belt can be brought down in such a manner
that it will prevent the driver from sliding from side
to side under the belt. The belt must come from behind
the driver. It is the responsibility of the driver, not
Music City Motorplex, NASCAR or the promoter to insure
that his/her seat belt restraint system and all of the
components are approved, correctly installed, maintained
and properly used

Approved padded headrest recommended. Shoulder harness
inertia reel not allowed.
1.6 Head
and neck restraining devices are highly recommended.
(Mandatory if required by technical bulletin)
1.7
It is recommended that the center top of steering
post be padded with at least two inches of resilient
material
1.8 It is
recommended that racecars have an approved fire
extinguisher securely mounted within driver’s reach.
1.9
Each pit crew should have a fire extinguisher in
ready reach
1.10
Pressure type metal containers used as part of a fire
extinguisher system will only be approved for
installation and discharge in the driver’s compartment
in conjunction with the fire extinguisher system. The
container cannot be concealed in any manner and there is
a limit of one container of each fire extinguisher
system. Recommended is Halon 1211 or equivalent.
1.11
Helmets should meet the specifications set forth in
Title 49, Code of Federal Regulations, Part 571, and
Federal Motor Vehicle Safety Standard Number
571.218 or SNELL specification minimums.
1.12
Driver’s seat must be fastened securely and located a
minimum of eight (8) inches from the inside of the
closest driver’s door bar.
1.13 Rib
supports are highly recommended.
1.14 No
fiberglass seats.
1.15
Flame-retardant gloves are mandatory in NASCAR
divisions. warning for 1st violation, $50.00
for 2nd violation, suspension for third
violation
1.16 Window
nets are required and must be used at all times. “Quick
release” method of mounting is mandatory.
1.17 Window
net must be full size (minimum size 22 ½" x 15”), ribbon
or mesh type.
1.18 Window
net must fall down when released.
1.19
Drivers must be protected at all times with a
recommended flame resistant driving suit or
undergarments.
1.20 No
driver shall compete in any event with head or arm
extended outside of a closed body race car.
1.21 No
riders on the outside of race car at any time.

BATTERY
MOUNTING AND MASTER CONTROL SWITCH
2.1
Batteries must be securely mounted and covered in
steel.
2.2
Batteries must be located within the frame rails
and forward of rear axle (unless specified in division
rules)
2.3
Master on-off switch required on groundside,
located in center of car, within reach from outside
driver’s door and be clearly marked
3.
FUEL REQUIREMENTS
3.1
Applicable additional information in NASCAR Whelen All
American Series rulebook.
3.2 Fuel
cells must be separated from the driver’s compartment by
a full, complete metal firewall.
3.3 Fuel
cells must be securely mounted between the frame rails
and behind the rear end.
3.4 Fuel
cell must be adequately protected from behind and below
by a triangularly braced fuel tank guard. A minimum of
two (2) 1 ½" x
1/8” straps under &
over fuel cell.
3.5 Cell
must be protected with a minimum 22 gauge steel plates
on rear, left and right sides
3.6 "Vent
tube" must exit out the rear of the car.
3.7 Fuel
cell must meet minimum specs of an outside 18 gauge
steel canister, liner of plastic or suitable rubber,
sponge baffles, boltable filler plate assembly
with operable check valves.
3.8 Maximum
capacity of fuel tank:
22 gallon.
3.9 Lowest
point of the fuel tank and assembly must be minimum of
8”. (see division rules)
3.10 Non
dry-coupling systems fuel filler may not be mounted to
body.
3.11
No electric fuel pumps.
3.12 No
pressure fuel systems.
3.13
Absolutely no use of nitrous oxide or NO2 injectors
allowed.
3.14
Gasoline only as a fuel.
3.15 Fuel
specifications violations will result in a cash fine of
$500.00 maximum, suspension and /or disqualification.
3.16
Only fuels purchased through Music City Motorplex
are allowed for competition, receipts may be required.
4.
CAR APPEARANCE AND LETTERING
4.1
Professional lettering and painting are required.
4.2 All
race cars must be neat appearing with a good paint job.
4.3 Only
single or double-digit numbers will be permitted. (EIRI)
4.4 The
size, color, and style of numbers must permit prompt
identification by Track Officials at all times.
4.5 Numbers
at least 22 inches high, measured vertically, excluding
borders and silhouettes must be neatly attached to or
painted on both sides of the car on
the center of the door in a contrasting color.
4.6 Door
numbers must be a minimum of 4” in width, and slant no
more than 30 degrees from vertical.
The tops and bottoms of all numbers must be even
(not staggered). Two digit numbers must not overlap.
4.7 A
number 36” high, excluding borders and silhouettes, must
be neatly attached to or painted on the roof, reading
from the scoring tower side.
4.8 Gold,
silver, or foil number decals are permitted, but must be
readily visible from scoring location.
4.9
Numbers that can’t be seen or read – will not be
scored.
4.10 Series
decal locations are mandatory as shown by technical
bulletin.
4.11 All
purse moneys will be forfeited if car does not comply
with all decal and patch locations.
4.12
The hood must be in place for start of all events
4.13
Bars or pipes may not be attached, welded or
fastened to the exterior of the car (EIRI see division
rules).
Decals and Advertising
4.14
The
upper four (4”) inches of the windshield are reserved
for division sponsor identification.
4.15
NASCAR and/or MCM may refuse to permit, or it may
restrict or assign the size or placement of decals,
identification, and advertising of any kind on a
car for any reason. All NASCAR Members agree to accept
NASCAR's and/or Track Official's decision in this
regard.
4.16
NASCAR and /or MCM may refuse to permit a Competitor to
participate in a sanctioned event if NASCAR determines
that any advertising, sponsorship
or similar agreement to which the Competitor is
detrimental to the sport, to NASCAR, or to the Promoter
for any reason, including without limitation, the public
image of the sport.
4.17
NASCAR divisions only: Decals, advertising logos, text
or identification of sponsors must not be placed on the
front of each door and/or each front fender
(between the front of the car and the front of the door)
other than (a) decals of series sponsors, (b) decals of
NASCAR contingency program sponsors, or (c) such other
decals, advertising or identification as NASCAR may in
its sole discretion permit or require.
5.
MUFFLERS
5.1
All competing cars must meet a maximum of 100 decibels
at 100 feet. No Exceptions.
5.2
Some divisions may be required to run mufflers by
technical bulletin
6.
WEIGHT
6.1
All weight measurements will be made with the
driver sitting in the driver’s seat, steering wheel in
place, hands on steering wheel and helmet on drivers
head with tires inflated to
manufacturer’s minimum “cold” or “starting” pressures
6.2
All “added” weight must be mounted to frame or
uni-body structure. Weight must be securely bolted or
inside weight boxes
6.3 Weight
may not be added to the outside of the frame rails or
ahead of the front spindles or inside the driver’s
compartment.
6.4 Do not
mount to firewall, floor pan, or within driver’s
compartment.
6.5 Minimum
weight units - 5 lb.
6.6
All
ballast weight must be
painted fluorescent color
or white and legibly numbered to car
(EIRI). $50
fine for failure to comply.
6.7 Any
loss of weight from any car for any reason will result
in a cash fine of $100.00
6.8 Ballast
weight must meet 10” ground clearance behind rear axle.
6.9 Weight
determined by the official Music City Motorplex scales
only.
7.
MATERIALS
7.1
No carbon fiber components or coated products
allowed on performance enhancing parts
8.
MISCELLANEOUS
8.1 Any
competitor, crew member or car owner using any type of
traction control device will be banned from all
competition for a period not less than 5 years.
8.2 Any and
all types of data acquisition devices are prohibited
during race day events.
8.3 Any
competitor, crew member or car owner who has been fined
for any type of rule infraction, will not be allowed in
any competition restricted area until
fine is paid. This includes all track-sanctioned events,
non-sanctioned events, special and tour events, Tune &
Test events or private track rentals.
8.4 Any
driver using any device which is intended to deceive
officials or other drivers will be subject to the
following penalties: forfeiture of all points, money
and trophies earned in event, suspension from events for
14 calendar days and a $400 cash fine.
8.5 Two-way
radios mandatory in the NASCAR Late Model and Super
Trucks.
Spotters must be checked into spotter stand prior to
event.
8.6
Scanners and/or race receivers are mandatory in GNS.
8.7 Only
one center-mount inside mirror. No outside mirrors
except left “spot” mirror allowed, however it cannot be
mounted outside. (Late Model, Super
Truck, GN Sportsman only).
8.8
A four-panel maximum wink mirror allowed.
8.9
No truck type mirrors.
8.10
Rookie drivers must display indication of such and must
declare rookie status with Motorplex Management before
entering a racing event.
8.11 All
tires used in racing events must be purchased through
the Music City Motorplex tire barn.
8.12 Any
and all parts are subject to MCM technical procedures
and approval.
MCM is not required to follow any other
sanctioning bodies or manufactures
guidelines in inspecting any part(s).
